This device is provided with a double cylinder shaped flexible cut-off joint 10 attached so as to flexibly bend to an inner face of a connection opening H opened in the underground buried box B, a duct sleeve 1 with an end part placed inside the underground buried box B and connectively fixed to the flexible cut-off joint 10, and a pipe support mechanism 20 linked to the duct sleeve 1, individually laying and fixing the sheath pipe 3 and a sheath pipe duct sleeve, and blocking off an exterior and an exterior of the underground buried box B. The pipe support mechanism 20 comprises a cylindrical support base 21 contracting and expanding so as to supportively connect to the duct sleeve 1, a block packing 28 blocking off an interior of the support base 21, and a pipe material mounting band means 31 linked to the support base 21 for holding the sheath pipe 3 and the duct sleeve 4 for the sheath pipe inserted through the block packing 28. The piping material mounting band means 31 is provided with a fixing bolt 35 and a wound cylindrical mounting base band 32 supporting the sheath pipe 3.
