To provide a technology for processing a polarization multiplexed modulation signal with a simple configuration.SOLUTION: An optical modulator includes first modulation means for modulating the phase of continuous light of first polarization that is linearly polarized light and outputting a first modulated light, conversion means for converting the first modulated light into circularly polarized second modulated light, second modulating means for modulating the phase of a first component of the first polarization of the second modulated light and the phase of a second component of second polarization orthogonal to the first polarization and outputting a third modulated light.SELECTED DRAWING: Figure 3
