The method of manufacturing a porous carbon board having voids on the surface and the inside by binding carbon short fibers with carbon, has at least a process for dispersing carbon short fibers, a compression molding process in which mixed bodies 1 each prepared by impregnating the carbon short fibers with a resin to be carbonized are laminated in ≥3 layers through a releasing material 2 and press-molded under heating and pressurized after inserting a buffer material 3 between a metallic mold 4 and the adjacent releasing material 2' and a firing process for carbonizing the compression molded article after the compression molding.
