To enable easy and low-cost confirmation of the cause of leaking-in of water leakage when a water leakage is detected in a turbine.SOLUTION: The present invention includes a main steam pipe system A and a reheat steam pipe system B having a first system LB and a second system HB. In the main steam pipe system A: first valves 32, 37 are arranged in which drain water pipe systems D1, D2 are provided through which water that has passed through main steam stop valves 17, 18 passes; a second valve 43 is arranged in which a drain water pipe system D3 is provided on an upstream side of a low-temperature reheat check valve 20 of the first system LB of the reheat steam pipe system B; and a third valve 50 is arranged in which a drain water pipe system D4 through which water that has passed through reheat stop valves 22, 24 passes in the second system HB of the reheat steam pipe system B. Bonnets of the first valves 32, 37, the second valve 43, and the third valve 50 are removed to confirm presence/absence of water inside the valves, and based on the confirmation of the valves 32, 37, 43, 50 where water was present, it is determined whether the water leakage occurred in the main steam stop valves 17, 18, the low-temperature reheat check valve 20, or the reheat steam stop valve 22, 24.SELECTED DRAWING: Figure 1
