PURPOSE: To obtain a titled device that forms noncircular coil springs continuously by forming a winding tool for winding or bending, putting in and putting out it in a position where it comes into contact with a wire rod, and providing a device that numerically control action of the tool and action of a wire rod sending out roll.

CONSTITUTION: A tool holder 6 that is reciprocated by rotation of a cam 8 is provided to the body 1 of a spring manufacturing machine. A winding tool 6 or a bending tool is attached to the holder 9 to form a forming tool 10. This tool 10 is put in or put out at a position where the tool comes into contact with a sending-out wire rod 3 for spring. A cutting tool 7 is also put in and put out by a cam 15. A motor 4 of sending-out roll 3, a motor 16 of the cam 15 and a motor 11 of the tool holder 9 are made servomotors, and these are numerically controlled properly by a controlling device 17 to form a noncircular coil spring of specified form. After forming a spring, the cutting tool 7 is brought into contact with the wire rod 3, and the wire rod is cut. Thus, a series of processes is completed.
