PURPOSE: To readily manufacture a heat exchanger for a vehicle having obliquely corrugated fins for absorbing an impact load by alternately applying opposite forces along longitudinal direction to every adjacent straight tube of zigzag tube.
CONSTITUTION: A heat exchanger is placed on a jig. When a drive shaft 26 is then driven in a direction of an arrow, connecting rods 21 are moved forwardly, and parallel links pressurize bent tubes. The bent parts of the bent tubes at the parallel link side are urged and inclined at the corners which are not fastened by fastening pins 9 and movable pins 10. The bent parts of the bent tubes at the stopper 13 side are inclined at the corners which are not fastened by fastening pins 8 and movable pins 10. The displacement of the bent parts is controlled by the stopping angle 15 of the stopper 13. Since corrugated fins 3 brazed to the straight tube are thus alternately relatively displaced to each other, they are inclined with respect to the longitudinal direction of the tubes.
