Abstract:
To provide a technique for improving coding efficiency by performing block division suitable for image coding and decoding.SOLUTION: An image coding device includes a tile division portion that divides a picture to be processed by uniform tiles and treats the tile as a brick when brick-division is not performed in a mode to achieve gradual random access, a brick division portion that divides tiles with uniform bricks, and a slice component portion that forms a rectangular slice by grouping bricks in the direction along the refresh boundary.SELECTED DRAWING: Figure 28
