The grating apparatus 70 comprises: a hollow cylindrical body 74 installed in a posture where the axis is elongated to the horizontal direction; a rotating mechanism 82 rotating the cylindrical body 74 to the circumferential direction in such a manner that the speed can be changed; and tilting mechanisms 88 tilting the cylindrical body 74. An un-granulated matter charged to the cylindrical body 74 is rolled over the inner circumferential face of the cylindrical body 74 by the rotation of the cylindrical body 74 by the rotating mechanism 82 and the tilting of the cylindrical body 74 by the tilting mechanisms 88, thus is adsorbed and joined with the other un-granulated matter, so as to be grown into a granulated matter.
