The exhaust emission control device comprises: a catalyst carrier 4 on which a catalyst is carried; a carrier storage pipe 61 incorporating the catalyst carrier 4; an alumina fiber mat 51 wound around the catalyst carrier 4 and fixing the position of the catalyst carrier 4 in the carrier storage pipe 61. A retainer 52 is disposed only downstream of the catalyst carrier 4 to restrict movement of the catalyst carrier 4 along an exhaust flow direction, and a shape of the retainer is set to be a C-ring.
