To heat a hydrocarbon-based fuel, water and air into a gas state without causing ignition and to uniformly mix the fuel with water and air.
A water channel 46, an air channel 56 and a fuel channel 66 are layered in such a way that a fuel gas channel 72 and a neighboring channel of a fluid to be heated form different fluids to constitute a heat exchange part 34. A mixing part 36 is equipped with plural fins so that water in a vapor state is more uniformly mixed with air and the hydrocarbon-based fuel and supplied to a reforming part 80. Since each fluid is individually heated, the hydrocarbon-based fuel can be heated without causing ignition. Since the channels are laminated so as to make the channel of the fluid to be heated form a different fluid, water, air and the hydrocarbon-based fuel can be uniformly heated and more uniformly mixed.
