An end 50g of the tapered base end 50b projected from a second through-hole 48c is plastically deformed to have a larger diameter than the second through-hole 48c by caulking, and the base end 50b is caulked to be fixed to a brake lever 48. The diameter of the base end 50b from the end 50f of the base end 50b to a part of the base end 50b on which the peripheral edge 48e of the second through-hole 48c is abutted is smaller than the diameter B2 of the first through-hole 32b of the brake shoe 18. When the brake lever 48 is attached to the brake shoe 18, the flat plate part 48b of the brake lever 48 and the flat plate part 32a of a shoe web 32 come into surface-contact with each other, and the contact state is more stable than before.
