A dielectrophoresis apparatus 1 includes: a planar electrode 10; an insulator which is metal oxide acquired by anodizing at least one part of a metal body to be anodized, and which is made of a micropore structure 51 having a plurality of needle-like pores extending in the crossing direction with respect to a main surface of the planar electrode 10, and a plurality of needle-like electrodes formed inside of the plurality of needle-like pores; a conductor 60 formed on the surface opposite from the planar electrode 10 of the needle-like electrode array 50; voltage application means 70 for applying voltage between the planar electrode 10 and the conductor 60; and a flow passage 30 provided through the planar electrode 10 and the needle-like electrode array 50.
