A floating body is provided with vertical through-holes 3 and the top end of frame 4 for holding the adsorption bed unit extending in the vertical direction is hung and supported in these through-hole parts 3. A buoyancy tank 15 adapted to be made freely vertically adjustable by injecting and discharging of compressed air is arranged in the frame 4 for holding the adsorption bed unit. The inner side of the frame 4 for holding the adsorption bed unit is provided with guide rails 12 extending in the vertical direction. Guide members 29 engaging with these guide rails 12 are mounted at the outer peripheral part of the adsorption bed unit 10. The adsorption bed units 10 are successively stacked onto the buoyancy tank 15 held positioned afloat and at this time, air in the buoyancy tank 15 is gradually removed to immerse the laminated adsorption bed unit 10 as a whole into the sea water.
