PURPOSE: To carry out the writhing or reading of information at proper timing by judging that the winding of a film on a film taking-up spool is carried out by means of the detection of a great speed change with a speed detecting means and immediately driving a magnetic head.

CONSTITUTION: A film feeding means 23 arranged near by an aperture and feeding the film 34 at speed later than film feeding speed by the film taking up spool 7 while the feeding of the film 34 by the film taking up spool 7 is started, and a speed detecting means 108 detecting the moving speed of the film 34 from the rotation of the film feeding means 23, are provided. Further, a magnetic head control means 112 driving the magnetic head 48 by discriminating the detection of the great speed change on the speed detecting means 108, after the winding of the film is started, is provided. When the great speed change is detected by the speed detecting means 108, it is judged that the winding of the film on the taking up spool 7 is carried out, and immediately the magnetic head 48 is driven to start the writing or reading of the information. Thus, the writing or reading of the information is carried out at the proper timing.
