This cam follower includes: a shaft 1; a shell-shaped inner ring 2 pressed into a tip of the shaft 1; an outer ring 3 having the outer peripheral surface formed into a driven surface 3; and a roller 4 with a cage interposed between the outer ring 3 and the shell-shaped inner ring 2. The shell-shaped inner ring 2 has flanges 2b extending to the outer diameter at both ends, and the outer ring 3 and the roller 4 with a cage are assembled between both the flanges 2b and 2b. The outer ring 3 is formed into a solid shape by grinding a steel material.
