SOLUTION: This apparatus is provided with an upper layer tank having a drainage opening with a valve and a lower layer tank installed at the lower part of the upper layer tank, and is characterized by having a circulation means to circulate the solution of specified components in the upper layer tank and a transfer means to transfer the solution of the specified components in the lower layer tank to the upper layer tank.
