The present application relates to the technical field of wireless communications, and provides a transmission method and apparatus, for use in increasing the resource utilization rate and improving the coverage capability. In the method, by means of first information, a network device can indicate, to a terminal, Q SSB groups and first PRACH resources corresponding to the Q SSB groups, such that the terminal can select a fourth SSB group according to the first information, and send a PRACH on a first PRACH resource corresponding to the fourth SSB group. PRACH resources corresponding to different SSB groups are different, and therefore, differentiated enhancement of the access capability of the SSB groups can be realized, the resource utilization rate can be increased, and the coverage capability can be improved. In addition, a PRACH resource corresponding to one SSB group can be used for sending a same PRACH, such that the receiving power of the PRACH can be enhanced; compared with repeatedly sending the PRACH on one SSB, the time delay of random access of the terminal can be reduced.
