The present invention relates to the technical field of sewing machines. Provided is a stepping thread-cutting and presser foot-lifting device of a sewing machine. A stepping electric motor is turned on, and rotates clockwise to pull a thread tension assembly, a lifting rod jacks up a transverse rod, and a pressing bar is lifted up, such that a presser foot lifting function is achieved. The stepping electric motor returns to a zero position, and the pressing bar is pressed by means of a spring to move down to work. The stepping electric motor rotates anticlockwise, a movable cutter comes into contact with the stepping electric motor by means of a connecting structure, and is driven to rotate. When the stepping electric motor returns to the zero position, a thread-cutting pull rod is driven by means of a second tension spring to return to an original position, such that a thread cutting function is achieved. In the present invention, one stepping electric motor controls a presser foot lifting mechanism and a thread cutting mechanism at the same time, such that the stepping thread-cutting and presser foot-lifting device can make sounds produced during presser foot lifting and thread cutting lower, and parameters can be visually and precisely adjusted, for example, the height of a presser foot and a thread cutting time are adjusted digitally.
