A safety skirting panel structure of an escalator and the escalator. The safety skirting panel structure (100) of the escalator comprises a skirting panel (1) and a plurality of rolling devices (2); the skirting panel (1) is provided on one side of the stair (1000) of the escalator; the inner side of the lower end of the skirting panel (1) is provided with gap areas which face the end face of the stair (1000) and are arranged at intervals; the plurality of rolling devices (2) are arranged on the inner side of the skirting panel (1) and distributed in the gap areas; the plurality of rolling devices (2) are arranged at intervals in the length direction of the skirting panel (1); and each rolling device (2) comprises a mounting shaft provided in the axial direction and perpendicular to the running direction of the stair and a rolling element (21) rolling around the mounting shaft. According to the safety skirting panel structure (100) of the escalator, the gap areas are filled with the plurality of rolling devices (2) which are arranged in the axial direction and perpendicular to the running direction of the stair. As a result, friction force generated when a flexible object is in contact with the skirting panel (1) is reduced, and therefore the flexible object is prevented from being clamped in the gap areas between the skirting panel (1) and the stair (1000), and injury accidents are reduced.
