A rudder sealing structure and a rudder, the rudder sealing structure comprising a mounting base plate (3), a first sealing ring (4) and a second sealing ring (5); the inner peripheral surface of the mounting base plate (3) is provided with a first mounting groove, and the bottom surface of the mounting base plate (3) is provided with a second mounting groove; the first sealing ring (4) is disposed in the first mounting groove, and is configured to be sealingly connected to the mounting base plate (3); the second sealing ring (5) is disposed in the second mounting groove, and is configured to be sealingly connected to the mounting base plate (3); the first sealing ring (4) comprises a sealing body part (41) and a sealing part (42); the sealing body part (41) is disposed in the first mounting groove, and is separately attached to a bottom wall and a side wall of the first mounting groove; and the sealing part (42) is convexly arranged on the sealing body part (41). In the rudder sealing structure, a rotating gap between a rudder blade and a rudder blade supporting tube can be effectively sealed when a ship navigation steering operation is operated.
