A positioning and arranging apparatus and a palletizing device. The positioning and arranging apparatus comprises a raising/lowering mechanism (1) and positioning and arranging mechanisms (2). The raising/lowering mechanism (1) comprises an upright column (11) and a raising/lowering frame (12); the raising/lowering frame (12) is disposed on the upright column (11) in a manner of capable of being raised and lowered in the vertical direction; the raising/lowering frame (12) is of a hollow frame structure; a middle vacancy (300) of the raising/lowering frame (12) can be arranged corresponding to a workpiece palletizing position on a conveying apparatus; partition plates (100) pass through the middle vacancy (300) and are placed at the palletizing position; the plurality of positioning and arranging mechanisms (2) are arranged around the middle vacancy (300); the plurality of positioning and arranging mechanisms (2) are mounted on the raising/lowering frame (12); the plurality of positioning and arranging mechanisms (2) are configured to position and support folded edges of the partition plates (100), so as to facilitate placement of a plurality of bare bottles within the partition plates (100).
