The present application belongs to the technical field of electrical engineering. Disclosed are a photovoltaic-based heat pump water heater control method and apparatus, and a device and a storage medium. The method comprises: acquiring power load information and photovoltaic power generation information; determining electricity surplus information according to the power load information and the photovoltaic power generation information; and controlling a heat pump water heater to perform load migration according to the electricity surplus information.
