The present disclosure relates to a 5G or 6G communication system for supporting a higher data transmission rate. The present disclosure presents a method for managing billing for transmission of related data when collecting state and analysis data from a terminal in a mobile communication system or providing state and analysis data to a terminal, and the present disclosure may be applied for cases such when a telecommunication operator intends to collect user and network data or utilize same by providing same to a terminal for the purpose of improving terminal and network performance, etc.
