A laying and recovering device for an underwater operation lifting cabin, the device comprising an operation mother ship (1), an overturning track (2) for bearing and guiding a lifting cabin main body (100) to move and a fixed track (3) for bearing and guiding the lifting cabin main body (100) to move, wherein the fixed track (3) is installed on the operation mother ship (1) in a tiled mode; a turnover track (2) is installed on the operation mother ship (1) in an able-to-turnover mode and may be switched, by means of turnover movement, between two states: being in butt joint with the fixed track (3) in a tiled mode, and extending downwards to underwater. The laying and recovering device further comprises a first turnover driving device used for driving the turnover track (2) to do a turnover movement. The device has advantages such as being capable of achieving automatic distribution and recovery of the lifting cabin, being highly safe and efficient, simple and compact in structure, low-cost, easy and convenient to control and the like.
