An intelligent padlock having a mechanical coded lock cylinder. An unlocking portion (52) of an electronic lock cylinder (5) is used for moving the upper end of a stop rod (72) from a limiting position located below a locking block (4) to an unlocking position located on one side of the locking block (4); when the upper end of the stop rod (72) is located at the limiting position, the locking block (4) is limited to the position where steel balls (3) are stopped; a lock body (2) has a rotating pivot (201) corresponding to the middle of an unlocking plate (7). When the gap edges (623) of all round gapped wheels (62) face corresponding matching rods (73), the matching rods (73) are attached to the gap edges (623), and the stop rod (72) of the unlocking plate (7) is located at the unlocking position. When the arc edges (624) of one or more round gapped wheels (62) face the corresponding matching rods (73), the stop rod (72) is located at the limiting position. The intelligent padlock has a mechanical coded lock cylinder (6) as a standby unlocking mode, and therefore, a failure due to a fire disaster or the like is avoided.
