The controller 13 then calculates, on the basis of the predicted water level information D1, bridge predicted water levels that are predicted water levels at predicted passage times of the ship at respective bridge passage locations that are locations where the ship passes under a bridge existing in each candidate route. The controller 13 then determines the suitability of each candidate route as an operation route on the basis of the bridge predicted water levels.
