A hybrid power apparatus and a hybrid power system. The apparatus comprises: an engine (101), a shock absorber (102) connected to the engine (101), a coupler (103) connected to the shock absorber (102), a generator (104) connected to the coupler (103), and a drive electric motor (105) connected to the generator (104); a power battery (200), which stores energy of the generator (104) and the drive electric motor (105); and an electric-motor controller (300), which receives the energy of the generator (104), the drive electric motor (105) and the power battery (200), and performs power distribution. A power battery having a high capacity and a high discharge power is used to realize a discharge power of 70 Kw, and a system generation power of 70 Kw is superposed to meet the 130 Kw power requirement of a drive electric motor, thereby achieving optimal matching of the system efficiency; and a pole (201) of the power battery (200) is connected to a wire by using a connecting assembly (400), such that the connection is stable and detachment does not easily occur, and convenient and quick mounting and dismounting are achieved.
