Abstract:
Provided is a control apparatus controlling a plurality of flying bodies including a first flying body which forms communication area by using a beam radiated to the ground, and includes an antenna for providing a radio communication service to user terminals within the communication area, the control apparatus comprising a selection unit which selects, from the plurality of flying bodies, a combination target flying body to be combined with the first flying body and a flying body control unit which controls combination between the first flying body and the union target flying body.
