An ASN-GW (4) for performing communication control of a plurality of BSs (3) that wirelessly accommodate MSs(2) comprises a PGID management table (23A) which manages a PG#1 set to a macro BS (3A) and a PG#2 set to a femto BS (3B), a location register database (23B) which manages a PGID for identifying a PG of the current location of the MS (2) and a last BSID for identifying a BS (3) on which the BS (2) registers the location last, and a GW side control unit (24) which transmits paging information via all the macro BSs (3A) under the PG#1 if the current location of the MS (2) is in the PG#1 when data addressed to the MS (2) is received and transmits paging information via the femto BS (3B) under the PG#2 based on the last BSID if the current location of the MS (2) is in the PG#2 when data addressed to the MS (2) is received. A stable paging control can be realized by avoiding a transmission of meaningless paging information.
