The present disclosure provides a chemical cleaning solution for a boiler under oxygenated treatment condition and a cleaning process. The chemical cleaning solution comprises the following components in percentage by mass: 3%-6% of a cleaning agent, 1%-3% of a catalyst, 0.2%-0.4% of a corrosion inhibitor, 0.1%-0.2% of a reducing agent, 0.05%-0.2% of an auxiliary cleaning agent, and the balance of desalted water. The chemical cleaning process of the present disclosure achieves a good dissolving and removing capability for dense α-Fe2O3 scaling, can effectively control corrosion of the cleaning solution to metal matrices of heated surfaces, and relates to the chemical cleaning solution for a boiler under oxygenated treatment condition.
