The present disclosure relates to the technical field of goods wagons. Disclosed are a bolster assembly and a bogie. The bolster assembly comprises: a bolster (10), a center plate (30), a sand prevention ring (40) and side bearers (60); the center plate (30) is arranged on the bolster (10), and the side bearers (60) are arranged on the bolster (10) and located on two sides of the center plate (30); the sand prevention ring (40) is arranged on the bolster (10) and is sleeved outside the center plate (30), and the sand prevention ring (40) is higher than the center plate (30) in height. According to the bolster assembly and the bogie provided by the present disclosure, sand and dust can be effectively prevented from entering the position between a center bowl and a center plate, and the safety of a vehicle is ensured.
